India’s cleanest and dirtiest cities
Swachh Survekshan 2024-25, the Ministry of Housing and Urban Affairs’ annual urban cleanliness survey. The ninth edition assessed 4,589 urban local bodies and collected over 16 million citizen responses.
Two cities were correctly called India’s cleanest in 2024-25, and the reason is the category. This edition introduced a separate “Super Swachh League” for repeat winners, moving Indore, Surat, Navi Mumbai and Vijayawada out of the main table. Indore took the Super Swachh League for the eighth year running; Ahmedabad topped the main million-plus ranking below. Headlines naming either one are both right, and a rank quoted without its category is not a fact.

How to read this
Swachh Survekshan scores service delivery — door-to-door collection, source segregation, waste processing, dumpsite remediation, public toilet condition — plus citizen feedback and certification. It is a measure of municipal sanitation performance, not of how a city looks on a given day.
The composite hides more than it shows. Madurai finished last among million-plus cities on 4,823 points, having scored full marks on market-area, water-body and residential cleanliness while taking zero of 1,300 on garbage-free certification. A city can be visibly tidy and still rank badly, and the reverse.
The most striking pattern in this edition is that smaller towns outperformed the metros. Delhi, Greater Mumbai, Bengaluru, Chennai and Ranchi all sit in the bottom third of the million-plus table.
