Global Cybersecurity Index
The ITU Global Cybersecurity Index measures how far countries have committed to cybersecurity across five pillars: legal, technical, organisational, capacity development and cooperation. It is built mainly from a questionnaire answered by national focal points and backed by evidence. It records whether measures exist, not how secure a country actually is. For India it compares the national laws, institutions and programmes behind cyber safety with those of other countries. India ranked 10th with a score of 97.5 in the 2020 edition and was placed in Tier 1 ('Role-modelling') in the 2024 edition, which dropped ranks.
This edition publishes no ranks. India is in Tier 1 'Role-modelling' (score 95-100), one of 46 Tier 1 countries among 194 assessed. ITU prints only the pillar scores (Legal 20, Technical 20, Organizational 18.49, Capacity Development 20, Cooperation 20), not the overall score. ITU says the overall score is the sum of the pillars, which gives 98.49. World Bank Data360's ITU-sourced GCI dataset gives 98.4926, and India's PIB release of 20 Sep 2024 gives 98.49.
