Open Budget Index
The Open Budget Survey transparency score, also called the Open Budget Index, rates central governments from 0 to 100 on how much budget information they publish online, how timely it is and how complete eight key budget documents are. Independent civil-society researchers in each country do the assessment, and IBP treats 61 or above as sufficient for informed public debate. India scored 44 in OBS 2025, down from 51 in 2023, after the Mid-Year Review and Audit Report were produced for internal use only.
